In response to a rising crime rate in Japan, Tokyo Butei High was established as an elite academy where "Butei," or armed detectives, hone their deadly skills with the aim of becoming mercenary-like agents of justice. One such Butei is Kinji Tooyama, a sophomore dropout who once studied combat in the Assault Division but now lives a peaceful life studying logistics to hide his embarrassing special ability. However, when he becomes the target of the infamous "Butei Killer," Kinji's tranquil existence is disrupted. He then encounters Aria Holmes Kanzaki, an emotional hurricane and prodigy of the highest rank who saves his life and demands that he become her partner after witnessing his true abilities.
