In the film's plot, there occurs a sudden explosion at Tokyo Summits giant Edge of Ocean facility. The figure of Tooru Amuro, who works for National Police Agency Security Bureau as Zero, emerges at the scene. Furthermore, Rei Furuya, known as Detective and Kogorou Mouris apprentice, is also recognized as Bourbon, a member of Black Organization. Kogorou is taken into custody as a suspect in connection with the explosion case. Conan embarks on an investigation to clear Kogorous name, but Amuro poses a hindrance to his efforts.
Detective Conan: Zero the Enforcer won the Animation of the Year award in the Film category at the Tokyo Anime Award Festival in 2019.
