The city of Kansai, located in Japan, boasts a futuristic atmosphere with numerous cybernetic displays scattered throughout its neon-lit streets. At first glance, it appears as though this urban jungle has achieved technological perfection. However, beneath the surface of these glittering buildings lies a dark underworld inhabited by criminals known as "Akudama." Despite their presence, Kansai law enforcement remains vigilant and prepares for the execution of an infamous Akudama named "Cutthroat," who has been convicted of murdering 999 individuals. Suddenly, a cryptic message is transmitted to several elite Akudama, proposing that they collaborate to rescue Cutthroat in exchange for a substantial monetary reward. An enigmatic force seeks to assemble these dangerous criminals in one location, increasing the likelihood of a violent confrontation during Cutthroat's execution.
