Ten years after the Bubble War, there is a greater divide between the wealthy and the poor in Japan. Tokyo has become a city that caters to the desires of the rich. Saiga, who was once a war photographer, now works for Hibara Ginza in Tokyo's capitalist society. He sneaks into the Roppongi Club, a secretive organization located in the red light district of the city, to gather information about them. However, he is caught and brought before Kagura, who was performing a ritual at the time. His contact with Kagura awakens his unique ability: the power to explode things when photographed. Saiga embarks on a solitary quest to uncover the mystery behind the Roppongi Club and Kagura.
